How do you make a meme coin?

By Ben Tabas, Intrica Research · Updated · US

Answer

You make a meme coin by creating a token through a launchpad such as pump.fun on Solana, or by deploying your own token contract and adding liquidity on a decentralized exchange. Most launches fail. Solidus Labs' 2025 Rug Pull Report, May 2025, says 98.6% of tokens on pump.fun collapse into worthless pump and dump schemes shortly after launch.

Two ways to launch

  • A launchpad. On pump.fun, a new coin trades on a bonding curve. When the curve empties, the coin migrates to a PumpSwap pool, per pump.fun's public docs on GitHub, checked Oct. 28, 2026.
  • Your own contract. Deploy a standard token, such as an ERC-20 on Ethereum, then pair it with ETH or a stablecoin in a decentralized exchange pool so people can trade it.

Steps

  1. Pick the chain and the launch route.
  2. Set the name, ticker, image and total supply.
  3. Create the token through the launchpad, or deploy and verify your own contract.
  4. Seed a liquidity pool, or let the launchpad's bonding curve price early trades.
  5. Publish the contract address and how the supply is split, so buyers can check both.
  6. Build the community. SEC staff describe a meme coin promoter as seeking an enthusiastic online community that buys and trades the coin.

The legal position in the U.S.

SEC staff said on Feb. 27, 2025 that offers and sales of meme coins, as the statement describes them, do not involve securities. Buyers therefore lack federal securities law protection. The statement gives staff views only and has no legal force.

The SEC and CFTC joint interpretation of March 17, 2026 classes meme coins as digital collectibles, which are not securities, per Jenner & Block on March 20, 2026.

The staff view does not cover coins that pay yield, give rights to a business's profits, or are securities labeled as meme coins. Other federal and state agencies can still prosecute meme coin fraud, per the SEC staff statement.
